Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Accept the 2015 Road Rehabilitation Project as complete; and 2. Authorize the Mayor to sign and the City Clerk to sign and file the attached Notice of Completion with the County of Ventura. h) Cultural Resources Ad-Hoc Committee Status Report RECOMMENDATIONS: 1. Receive and file the attached reports from the Cultural Resources Committee; and 2. Study and review recommendations provided by the Committee; and 3. Provide direction to staff, in a discussion item at the January 24 regular meeting, on how to proceed with the Committee's recommendations. i) City of Ojai Warrants for November 15 to December 8, 2016 and December 9 to December 30, 2016 RECOMMENDATION: Receive and file

j) Minutes of the Ojai Planning Commission for October 19, November 2 and November 16, 2016 RECOMMENDATION: Receive and file PUBLIC HEARINGS 2. Consideration of appeal of the Historic Preservation Commission's approval of Work Permit (WP 16-05) to construct a two level single family home, a detached garage and gym, and a tennis court on the existing legal lot at 1010 Foothill Road, affecting Ojai Historic Landmark No. 4, the Libbey House, at 1000 Foothill Road. RECOMMENDATION: Conduct a public hearing, take testimony and adopt a City Council Resolution upholding the Historic Preservation Commission's approval of Work Permit (WP 16-05) and denying the appeal. 3. Continue Public Hearing for Fee Schedule RECOMMENDATION: Continue this public hearing to January 24, 2017 at 7:00 p.m. DISCUSSION ITEMS 4. Proposed actions for dealing with the longer term water supply issues and near term measures to deal with the continuing drought conditions facing the City RECOMMENDATIONS: 1. Receive and file the 10 step action plan to commence addressing the issues arising from the prolonged drought and its implications for future water supplies (See Attachment A). This list will be amended and added to as circumstances change and new information is received. 2. Authorize the Mayor to sign and deliver the attached letter to the Casitas Municipal Water District requesting their immediate and continuing active involvement in the State Water Tie-in Project (now termed the "East-West Interconnection") to assure water availability to CMWD and the Ojai Valley in times of severe drought (See Attachment B). 3. Direct the City Manager to immediately contract for an in-depth technical review of the OBGMA Alternative Groundwater Sustainability Demonstration Plan/Report. 5. Adopt Non-urgency Ordinance Establishing Moratorium and Prohibition on the Issuance of Private Water Well Permits RECOMMENDATION: Adopt a non-urgency Ordinance Establishing a Moratorium and Prohibition on the Issuance of Permits for Private Water Wells and Establishing Certain Exceptions and Procedures for Waivers thereof. 6. Resolution Requesting Consent of the County of Ventura to Renew the Ojai Tourism Improvement District Declaring Intention to Renew the Ojai RECOMMENDATION: Adopt Resolution No. 17Requesting Consent of the County Tourism Improvement District and Resolution No. 17to renew the Ojai Tourism Improvement District.

Council Representatives to County and Regional Boards, Libbey Bowl, Council Committees and Community Volunteer Groups RECOMMENDATION: Review current assignments and appoint Council representatives to County and Regional Boards 8. Consideration of Allowing Application to Proceed for Proposed Development Project Requiring a Land Swap between the City of Ojai and the Shanks Investment Group, LLC involving 334 East Ojai Avenue and adjacent properties RECOMMENDATIONS: 1 Receive Public Comments, and 2. Approve the filing of an application for the proposed project requiring a land swap between the City of Ojai and the Shanks Investment Group, LLC, consisting of an exterior remodel of a commercial building at 334 East Ojai Avenue and construction of an outdoor dining area and relocation of an outdoor walkway on adjacent properties owned by Shanks Investment Group, LLC and the City of Ojai. Allowing the application to proceed does not guarantee approval by the City of the necessary land use entitlements, as those approvals require noticed public hearings before the Planning Commission and City Council. 9. Surplus of Ojai Unified School District Property (Chaparral School) RECOMMENDED ACTION: 1. Direct staff to return with an analysis of the City's options regarding surplus School Property; or 2. Provide other direction to staff.
