AGENDA OJAI CITY COUNCIL TUESDAY, OCTOBER 25, 2016 REGULAR MEETING 7:00 P.M. COUNCIL CHAMBERS, OJAI CITY HALL 401 S. VENTURA STREET — OJAI, CA Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the Deputy City Clerk prior to the start of the meeting. Cards are available in the Lobby outside the Council Chambers. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. Speakers should state their name and address for the record and must direct their comments to the Council/Board, not the audience or press. While the meeting is in session, members of the Council/Board, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor/Chair. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor/Chair may be ordered removed from the meeting, and may be guilty of a misdemeanor. ROLL CALL ABSENCES PLEDGE OF ALLEGIANCE PUBLIC COMMUNICATIONS Public Communications is the time set aside during the meeting for members of the public to address the City Council/Successor Agency Board on items of City business other than scheduled agenda items. Matters raised at this time may be briefly discussed by the Council/Board, and will generally be referred to staff and/or placed on a subsequent agenda. Under State law, other than for emergency items, no action can be taken. (Requires 4/5 Vote); or 2. Modify the development moratorium as desired and adopt as modified (Requires a 4/5 vote), or 3. 4. Second Residential Unit Ordinance Supplemental Update RECOMMENDATIONS: 1. Receive Public Comment, and 2. Consider the previously proposed amendments to the conforming second unit ordinance and new state mandates for a second unit ordinance to be valid under Senate Bill 1069 and provide direction to the Community Development Director and City Attorney to draft an ordinance implementing the Council's desired amendments to the conforming second unit ordinance for consideration by the Planning Commission and City Council. 5. Review and Discussion of the City's Annual Housing Element Progress Reports for Cycle 4 Reporting Periods 2012 and 2013 RECOMENDATION: Review and comment on the Annual Housing Element Progress Reports (2012 and 2013) and if Council finds the reports to be adequate, direct staff to file the reports with the Office of Planning and Research (OPR), Department of Housing and Community Development (HCD) 6. Introduction of Proposed Ordinance Adjusting City Treasurer's Compensation to Equal City Clerk's Compensation and Permitting Future Adjustments by Resolution RECOMMENDATIONS: 1. Receive public comment, and 2. Introduce an ordinance adjusting City Treasurer's compensation to equal City Clerk's compensation and permitting future adjustments by resolution, and 3. Ask the City Clerk to read the title of the ordinance. 7. Establish a two year term (May 2016 to May 2018) for one of four new members of the Historic Preservation Commission or refer the matter to the Historic Preservation Commission RECOMMENDATIONS: 1.
