Gorman Learning Center – HVAC Replacement RFP

1

Section 1: Introduction and Overview Gorman Learning Center (GLC) is a non-profit charter school that provides an alternative to traditional schools. It offers individualized student learning driven by interest, innovation and flexibility. GLC has resources centers in specific geographic areas, namely in Redlands, Antelope Valley and Santa Clarita. At the resource centers, K-12 students can take supplemental enrichment classes in the subject areas of math, English, science, music, art and electives. This RFP focuses on the Redlands Resource Center that services 2,500 students and houses the GLC administration office. The building located on 1826 Orange Tree Ln, Redlands CA 92374 was built in 1984 and was purchased by GLC in 2005. The two story building covers a total gross area of approximately 24,000 square feet. During the 2015-2016 school year, the school had a total energy bill of $32,914 from the use of 145,270 kWh.

Section 2: Statement of Project Gorman Learning Center’s goal is to replace 12 HVAC split systems that vary in age. By replacing these units, GLC hopes to increase student comfort, and reduce overall operating cost of the GLC’s utility bills. GLC will leverage some of the Proposition 39 funds to purchase the system outright. GLC is seeking to replace the existing systems, but is open to the idea of improving the HVAC system design, possibly combining units that serve similar zones. Even open to exploring the idea of a central VRF system with ceiling mounted air handler units. Gorman Learning Center – HVAC Replacement RFP

2

Section 3: Scope of Services The HVAC systems to be replaced are located in Appendix A. All heat pump condenser units are located on the second floor deck on top of the building as shown below. The air handler units are located in the attic space above the second floor ceiling with plenty of space for service and installation. All HVAC units have already been updated Honeywell THB series with Redlink internet gateway. All removal and disposal of replaced HVAC equipment is the contractor’s responsibility.

System Design GLC prefers high efficiency equipment that meets Title 24 requirements. Even beyond that, GLC requires a minimum of 16 SEER efficiency for any new installation HVAC equipment. GLC is also interested in innovative HVAC design strategies that could eliminate the need for so many smaller tonnage AC system and equipment on the roof and in the attic. This could include combining systems that serve similar zones. Given the variable level of occupancy of the school, GLC will be attracted to proposals that use variable speed equipment, (2 stage condensers, variable speed AHU, and Variable Refrigerant Flow units) that adjust to the changing load profile inside the conditioned space. Load calculation for new HVAC systems will be an attractive piece of the proposal as well. All ductwork installation will require a duct blaster test to test the quality of the duct installation. GLC retains system design approval and must sign off on the proposed HVAC systems and components. Any changes to the original design must be approved by GLC.

Other Considerations Prevailing Wage: This project does not require prevailing wage. Platform, drywall and Ductwork Repairs: Proposers will be fully responsible for making any necessary repairs to the HVAC platforms to support new units. Contractor will be responsible if damage is incurred during installation to the ceilings and/or walls on site. In the event that the proposed system changes the size or layout of ductwork, the contractor will be responsible for new ductwork. Insulation Restoration: Contractor will be fully responsible for restoring any changes in the insulation level, that were moved around during removal of old equipment and installation of new equipment. Work Hours and Noise: Proposers are reminded that Gorman Learning Center maintains a quiet campus and noisy or disruptive work must be schedule in a way to minimize work hour disturbance. Smart Thermostat: GLC seeks a maintain all units with Honeywell thermostats with redlink internet gateway. Contractor will be responsible to reconnect unit and associated thermostat to redlink gateway and verify with GLC data is successfully transmitting.

Section 5: Payment Schedule Gorman Learning Center – HVAC Replacement RFP

4

Proposers should indicate the desired payment schedule. Section 6: Selection Criteria The following selection criteria will be used to evaluate all proposals. Price GLC expects a competitive cost for installation and not to exceed amount of $198,844. This is the Prop 39 amount GLC has been approved to spend on the HVAC replacement by the California Energy Commission. Equipment and Installation Quality Quality components and well-designed HVAC system. Top tier components will be considered strongly. Experience Experience with this type of HVAC retrofit installation is preferred and references for similar projects in the SCE territory are expected. Warranties Effective and long lasting warranties are a plus. System Maintenance Proposal Proposers are expected to offer an annual maintenance package at reasonable rates.
