Section 1: Introduction and Overview Gorman Learning Center (GLC) is a non-profit charter school that provides an alternative to traditional schools. It offers individualized student learning driven by interest, innovation and flexibility. GLC has resources centers in specific geographic areas, namely in Redlands, Antelope Valley and Santa Clarita. At the resource centers, K-12 students can take supplemental enrichment classes in the subject areas of math, English, science, music, art and electives. This RFP focuses on the Redlands Resource Center that services 2,500 students and houses the GLC administration office. The building located on 1826 Orange Tree Ln, Redlands CA 92374 was built in 1984 and was purchased by GLC in 2005. The two story building covers a total gross area of approximately 24,000 square feet. During the 2015-2016 school year, the school had a total energy bill of $32,914 from the use of 145,270 kWh.

Section 2: Statement of Project Gorman Learning Center’s goal is to strategically use its north parking lot for the installation of a solar carport and reduce its SCE bill. GLC will leverage $158,400 of Proposition 39 funds to purchase the system outright. GLC is seeking the best solar carport proposal that does not exceed $158,400.

Section 3: Scope of Services The solar carport will be installed in the north parking lot. In terms of capacity, the site should host 35-50 kW DC. The SCE meter is located in the main electrical room on the ground floor on the eastern side of the building (marked with a red pin in the aerial photo below). System Design GLC prefers a quality steel structure, solar modules, inverters, and balance of system components and will be attracted to proposals that use equipment from experienced companies with a strong industry track record. GLC retains system design approval and must sign off on the PV system aesthetics and components. Any changes to the original design must be approved by GLC.

Proposers are expected to comply with all local building codes. GLC is not required to have DSA approval, but does have the same quality and safety goals.

System Interconnection Proposers are expected to comply with SCE interconnection requirements.

Other Considerations Prevailing Wage: This project does not require prevailing wage. Pavement and Concrete Repair and Restriping: Proposers will be fully responsible for making any necessary repairs to the pavement and concrete on site. In the event that the proposed system changes the striping of parking spaces, or causes disruption to the existing striping, the contractor will be responsible for restriping. Landscaping Restoration: Contractor will be fully responsible for restoring any landscaping disrupted by trenching, construction, or equipment. Work Hours and Noise: Proposers are reminded that Gorman Learning Center maintains a quiet campus and noisy or disruptive work must be schedule in a way to minimize work hour disturbance. Monitoring: GLC seeks a dashboard to monitor the solar production in real-time and for the life of the PV installation.

Section 5: Payment Schedule Proposers should indicate the desired payment schedule. Section 6: Selection Criteria The following selection criteria will be used to evaluate all proposals. Price GLC expects a competitive cost for installation and not to exceed amount of $158,400. This is the Prop 39 amount GLC has been approved to spend on the solar carport by the California Energy Commission. Equipment and Installation Quality Quality components and well-designed PV system. Top tier components will be considered strongly.

Experience Experience with this type of PV installation is preferred and references for similar projects in the SCE territory are expected. Warranties Effective and long lasting warranties are a plus. System Maintenance Proposal Proposers are expected to offer an annual maintenance package at reasonable rates.

Section 7: Site-visit, Solicitation Requirements and Response Schedule Site-visit A site-visit will be conducted Thursday, June 15th at 11:00am. Meet in the Front Office. Submission Format To be considered, proposers must provide the proposal along with all required information as specified in this Request for Proposals. Proposers’ Requirements In order to have a proposal considered for award, proposers must be prepared to comply and provide GLC with the following requirements: 

Proposers are welcome to submit any other details relevant to this project. Awards GLC and EcoMotion will notify all proposers of GLC’s selection on June 20th, 2017. Gorman Learning Center reserves the right to request clarification and/or additional information with respect to all written proposals and/or any oral presentations. Section 8: Proposal Content Elements to be included in all proposals are: 1. Introduction: Narrative summarizing Proposer’s interest in bidding to provide a turn-key solar system. Please include unique attributes and commitments to GLC, for instance, familiarity with school districts, experience with SCE interconnection, responsiveness, partnerships, and qualifications. 2. System Proposed: Proposers must provide GLC with a complete description of solar system proposed. 3. Projected System Performance and Economics: Proposers must present projections of system performance – energy (kWh). 4. Construction Schedule: Proposers must present a construction schedule from the time of contract signing to completion, building in ample time for time-related delays from permitting. The schedule must include at a minimum:     

Contract negotiation System Design and Engineering Permitting Construction period System commissioning (energizing)

5. Experience and Principals’ Resumes: Description of Proposer’s experience in providing California school districts with successful rooftop solar installations. 6. References: List of clients for which Proposer has performed services. List should include date(s) of installation, contact person, address, telephone number, and a summary of the work performed. 7.

Attachment B: Insurance Requirements Prior to commencing work, the selected Proposer shall procure and maintain at Proposer’s own cost and expense for the duration of the installation, insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the work or services hereunder by the Proposer, his agents, representatives, employees, or subcontractors. The cost of such insurance shall be included in the Proposer’s bid. Without in any way affecting the indemnity provided, the Proposer shall secure before commencement of the work and throughout the installation the following types and amounts of insurance: Insurance 1.1. The Contractor shall procure and maintain at all times it performs any portion of the Services the following insurance: 1.1.1. General Liability. Two Million Dollars ($2,000,000) combined single limit per occurrence and Four Million Dollars ($4,000,000) in the aggregate, for bodily injury, personal injury and property damage in the form of Comprehensive General Liability and Contractual Liability, including Products Liability and Completed Operations coverage. If Commercial General Liability or other form with a general aggregate limit is used, either the general aggregate limit shall apply separately to each project/location or the general aggregate limit shall be twice the required occurrence limit. 1.1.2. Builders Risk (Course of Construction) Insurance. Contractor shall procure and maintain Builder’s Risk insurance (all-risk, special form with valuation on a replacement cost basis) on a one hundred percent completed value of the project for the benefit of the School, and the Contractor and Subcontractor, as their interest may appear. The policy shall contain a clause which provides coverage until the building is accepted by the School. If the Builder’s Risk policy contains an occupancy provision, permission for early occupancy must be obtained from the insurance company. The Policy should include debris removal, collapse, theft, and transit coverage with no coinsurance penalty provisions. The Builders’ Risk Policy is primary and no insurance held or owned by the School shall be called upon to contribute to a loss. 1.1.3. Automobile Liability Insurance. One Million Dollars ($1,000,000) combined single limit per occurrence for any automobile that shall protect the Contractor and the School from all claims of bodily injury, property damage, personal injury, death, and medical payments arising performing any portion of the Services by Contractor. 1.1.4. Workers’ Compensation and Employers’ Liability Insurance. For all of the Contractor’s employees who are subject to this Agreement and to the extent required by the applicable state or federal law, Contractor shall keep in full force and effect, a Workers' Compensation policy. That policy shall provide employers' liability coverage with Gorman Learning Center - Solar Carport RFP

minimum liability coverage of One Million Dollars ($1,000,000) per accident for bodily injury or disease. Contractor shall provide an endorsement that the insurer waives the right of subrogation against the School and its respective elected officials, officers, employees, agents, representatives, consultants, trustees, and volunteers. 1.1.5. Professional Liability (Errors and Omissions). One Million Dollars ($1,000,000) for errors and omissions as appropriate to profession of engineer designing photovoltaic system, coverage to continue through completion of construction plus two years thereafter. 1.1.6. Other Insurance Provisions: The policies are to contain, or be endorsed to contain, the following provisions: 1.1.6.1. For the general liability and automobile liability policies: 1.1.6.1.1. The School, its representatives, consultants, trustees, officers, officials, employees, agents, and volunteers (“Additional Insureds”) are to be covered as additional insureds as respects liability arising out of activities performed by or on behalf of Contractor; instruments of Service and completed operations of the Contractor; premises owned, occupied or used by Contractor; or automobiles owned, leased, hired or borrowed by Contractor. The coverage shall contain no special limitations on the scope of protection afforded to the Additional Insureds. 1.1.6.1.2. For any claims related to the projects, Contractor’s insurance coverage shall be primary insurance as respects the Additional Insureds. Any insurance or selfinsurance maintained by the Additional Insureds shall be in excess of the Contractor’s insurance and shall not contribute with it. 1.1.6.1.3. Any failure to comply with reporting or other provisions of the policies including breaches of warranties shall not affect coverage provided to the Additional Insureds. 1.1.6.2. Contractor’s insurance shall apply separately to each insured against whom claim is made or suit is brought, except with respect to the limits of the insurer's liability. 1.1.6.3. Each insurance policy required by this clause shall be endorsed to state that coverage shall not be suspended, voided, canceled by either party, reduced in coverage or in limits except after thirty (30) days prior written notice by certified mail, return receipt requested, has been given to the School. 1.1.6.4. Contractor shall furnish the School with Certificates of Insurance showing maintenance of the required insurance coverage and original endorsements affecting coverage. The endorsements are to be signed by a person authorized by that insurer to bind coverage on its behalf. All endorsements are to be received and approved by the School before Work commence.

1.1.7. Acceptability of Insurers. Insurance is to be placed with insurers, with a current A.M. Best’s rating of no less than A:VII, unless otherwise acceptable to the School. Subcontractors Proposer shall include all subcontractors as insureds under its policies or shall furnish separate certificates and endorsements for each subcontractor. All coverages for subcontractors shall be subject to all of the requirements stated herein.
