HCHC RFP No. 01-01-2018 Request for Proposals Renovation of the Columbia Landing Apartments Questions and Answers 1. Are you doing unit upgrades? Answer: Yes. Upgrades are primarily done during tenant turnover. Upgrades with the tenant-in-place are only performed on an as-needed basis. 2. When was the last renovation? Answer: Units have been upgraded and renovated on an as needed basis for the last ten years. We do not know when the last full renovation took place. Per the current Service Manager; based on what is in the units, it appears renovations/replacements were done on an as needed basis. The cabinets, flooring, light fixtures, interior doors and appliances vary in both style and age. 3. Do you intend to add density? Answer: The Commission will consider proposals to add density. 4. How many ADA units are there? Answer: None. 5. Are all of the units in a similar condition? Answer: No, some have been upgraded during the time of turns. Upgrades were done as needed to include replacement of cabinets, flooring, light fixtures, interior doors and appliances. In addition, the location of the washing machine and dryers in the kitchens

vary to include side-by-side units, some have a counter top over them, some have been placed inside a closet that was built in the kitchen and others are free standing. 6. Are the units on the Tamar Drive parcel the same as those on the Hayshed Lane parcel? Answer: Yes. 7. How many residents with vouchers live on the property? Answer: There are approximately 50 residents with tenant-based vouchers living on the property currently. There are no project-based vouchers. 8. Is the flooring different throughout the property? Answer: Yes, different flooring has been used throughout the property including varied materials aside from carpet. 9. Is there a community center? Answer: No. 10. Where are water heaters located? Answer: Water heaters are located in each group of buildings and supplies that section (18-24 units depending on size of the building)with hot water. 11. How does HVAC work for each building? Answer: Individual condensers are located in dedicated closets in the rear of each unit. They are self-contained packaged units for individual apartments so each unit has its own cooling and heating system. They are forced air conditioning/natural gas. 12. Is there a Payment in Lieu of Taxes (PILOT) agreement recorded on the property? Answer: Yes. See Question 29 for information on how to obtain a copy. 13. Is there gas? Answer: Yes, for heating, cooking and hot water. See page 11 of the RFP for more details. The gas lines are owned by the property. 14. Are carpets and/or appliances being replaced? Answer: That is for the RFP respondents to propose.

15. Will the respondent be responsible for putting together a full development team? Or will the Commission contract directly with some team components (e.g., architect, engineer) Answer: The successful respondent will be responsible for assembling and contracting with the entire development team. The Commission does not intend to contract with components of the team on its own. 16. Are there existing drawings? Answer: No. We do, however, have a copy of the ALTA/ACSM Land Title Survey for #8905 - #8951 Tamar Drive and #8810 - #8860 Tamar & #8710 - #8730 Hayshed Lane. It is available at our office located at the Non-Profit Collaborative, 9770 Patuxent Woods Drive, Suite 100, Columbia, MD 21046. Will the Commission accept an affiliate of the developer to serve as property manager of site? Answer: The Commission prefers to keep the existing property manager, Humphrey Management (see page 10 of the RFP), but respondents are free to propose alternate property managers as part of their submission. An affiliate of the developer is acceptable. 18. What is the hole in front of building 8913? Answer: Gas leak repair. 19. Is a property condition and needs assessment (PCNA) on file? Answer: Yes, from July 2008. See Question 29 for information on how to obtain a copy. 20. How many unit types are there? Answer: 1 bedroom – 1 floor plan and 2 bedrooms – 1 floor plan 21. Can you provide marketing materials used to market the site? Answer: Yes. See Question 29 for information on how to obtain a copy. 22. Would the Commission consider separating the two parcels to facilitate two separate bond deals? Answer: Yes.

23. What are the preferences (including square footage) for the new leasing office and maintenance garage? Answer: The Commission has not determined a square footage. The spaces must be suitable for managing the project, with its 300 units. 24. Does the Commission have an EBO (equal business opportunity) goal? Answer: See item # 7 on page 22 of the RFP. 25. To what extent is the Commission willing to issue bonds for the project? Answer: See item # 11 on page 10 of the RFP. 26. What are the square footage totals of the two playgrounds? Answer: The playground on the Tamar section is 800 Sq Ft and Hayshed is 1330 Sq Ft. 27. How many units are offline? Answer: Four units are off line in 8720 Hayshed Lane.(Work is in progress on the remaining four units). 28. Does the Commission intend to keep a unit offline to serve as a model unit? Answer: No. 29. Will the Commission be releasing financial information about the property including, as examples: Operating Statements for the last several years; current rent roll; insurance loss history; capital expenditures for the last several years; and similar information? 30. Are there existing drawings that we can utilize in preparation for our response to the RFP? Answer: See Question 16. 31. If no drawings are available, how can we schedule site visits to measure existing conditions. We will need to measure each dwelling unit type and get some overalls for the buildings. Answer: No additional site tours will be arranged. 32. Are there any units that are currently handicapped accessible? Answer: See Question 4. 33. Are there any easements, covenants, zoning restrictions, etc. that would limit the potential location of the new building on either of the two parcels? Answer: This information is public. The respondent should determine this via its due diligence in preparing its submission. 34. Has there been any feasibility / concept studies completed in previous years for this complex? Answer: No. 35. Are there any community design review boards that will provide guidance or review jurisdiction on the proposed planned scope of work, particularly as it relates to design changes? Answer: This information is public. The respondent should determine this via its due diligence in preparing its submission. 36. Can you provide maintenance data / appliance replacement schedules / cabinets / mechanical units, etc.? Answer: This information is unavailable (lack of historical data). 37. Can you provide water utility usage reports for the last two years? Also, gas bills if not individually metered? Answer: Baltimore Gas and Electric (BGE) invoices and water invoices are available. See Question 29 for information on how to obtain a copy. 38. How many apartment units have been renovated? Answer: 10 apartment units.

39. How many units have upgraded the HVAC system? When was it upgraded? Answer: 25 units have upgraded HVAC systems and they were done over the last 4 years. 40. With respect to all of the major systems such as the roof and windows, what type and when were they put in? Answer: Roofs (flat roofs with sky lights)- 8 have been replaced in the last 2 years; Windows (sliding, vinyl, double pane)- no record of being replaced; Patio doors (sliding, vinyl, double pane)- no record of being replaced; Hot water tanks (80 gallon 365 BTU gas)- 8 have been replaced in the last 4 years; Gas lines (combination of plastic & scheduled 40 steel)- 3 sections/areas of pipes have been replaced in the last 2 years). 41. What is the current level of reserves for replacement, and can those reserves potentially carry over to the new ownership entity? Answer: Approximately $40/unit. The Commission anticipates those funds being spent before the property is transferred to new ownership. 42. Is it possible to obtain a current rent roll (names removed) for the project? Answer: Yes. See Question 29 for information on how to obtain a copy. 43. Is it possible to obtain a trailing 12 months financial statement and/or 2016 audited financials for the property? It would be helpful to see operational costs. Answer: See Question 29. 44. Others on our development team would like the opportunity to visit the site as well. Would this be possible and are there any restrictions on the number of people that can visit or any conflicts of interest we should be aware of? Answer: No, we are not arranging for additional tours of the property.
