Ministries, Departments, Divisions, Accreditation Agencies, Consortiums (Indest-Aicte, UGC Infonet Digital Library) and Universities that force 1. Indian Researchers to submit their articles in IEEE Journals/Conferences 2. Indian Universities/Educational Institutions to subscribe to IEEE Journals/Magazines 3. Evaluation of Research in INDIA by accepting IEEE and similar Organizations as benchmarking organizations Maybe, when INDIA got independence, the Nation might NOT have such facilities and the Nation enslaved itself and its people, its higher education systems and researchers under the yoke of such foreign organizations earning for them millions and millions of US dollars at the cost of sacrificing the Nation, the State and the People.
