The Regional Project Monitoring Committee (RPMC) VIII conducted field monitoring visits on 15 – 16 December 2014 on the following projects: 1. Five (5) Bridges under the Spain-assisted Bridge Construction/Replacement Project implemented by the Department of Public Works and Highways (DPWH), to wit: a. Bagacay Bridge in Silago, Southern Leyte b. Lawaan Bridge in Silago, Southern Leyte c. Hibatian Bridge inSilago, Southern Leyte d. Pinut-an Bridge in San Ricardo, Leyte e. Bila-atan Bridge, San Ricardo, Leyte 2. San Ricardo-Bilatan Road - K1101+000 – K1102+000 GRAVEL TO PAVED/Districtwide, Southern Leyte District Engineering Office, Region VIII 3. Art Bulic of the Department of the Interior and Local Government (DILG) VIII, Mr. Romeo Ang of the Department of Budget Management (DBM) VIII, and Mr. Ramon Hidalgo of the National Economic and Development Authority (NEDA) VIII. The monitoring team that visited Biliran were Engr. Laurence Alonzo of DILG VIII, Ms. Lorna Cinco of the Presidential Management Staff (PMS), and Mr. Marlon Dumagsa of NEDA VIII.

I.
Spain-assisted Bridge Construction/Replacement Project Five (5) of the ten (10) bridges under the Spain-assisted Bridge Construction/Replacement Project, implemented by the DPWH Regional Office VIII, were monitored and were found to have incurred a negative slippage ranging from -17.81% to -56.67%. All bridges monitored were awarded to the same contractor, J.D. Legaspi Construction with the following timeline: Start of Project Original Completion Date Revised Completion Date

The following information and observations were made during the field monitoring visit: A. Construction of Bagacay Bridge and Approaches in Brgy. Bagacay, Silago, Southern Leyte Contract Cost Physical Accomplishment Slippage
PhP 20,525,896.30 81.32% (-) 18.91%
The bridge proper is 100% completed. The contractor is unable to continue to work on abutment “B” due to non-payment of road right of way (RRW) damages. However, both abutment “A” and “B” and the bridge are open to the traveling public. Documentation required for the processing of payments of RRW damages are still on process. B. Construction of Lawaan Bridge and Approaches in Brgy. Lawaan, Silago, Southern Leyte Contract Cost Physical Accomplishment Slippage

The bridge proper is 100% completed. The contractor is unable to continue to work on abutment “A” due to non-payment of RRW damages. Houses along the project will require relocation. The following photos were taken on site:

The bridge proper is 100% completed. The contractor is unable to continue to work on abutment “B” due to non-payment of RRW damages. The bridge proper and the approach slab are 100% completed. Both abutment “A” and “B” and the bridge are open to the traveling public. The approaches are still undergoing repair.

San Ricardo-Bil-atan Road, K1101-000 – K1102-000 in San Ricardo, Southern Leyte The construction of the San Ricardo – Bil-atan Road Project, implemented by the DPWH Regional Office VIII, was monitored and found to have been 100% completed. With total contract cost at PhP 32,523,986.43, the project covered road construction from station K1101-000 to K1102-000 and the construction of the retaining wall. The project is under JQD Construction and General Services and has followed the timeline below: Start of Project Original Completion Date

III.
Improvement/Widening of Access Road leading to Benit Port (Saddle Area) in Brgy. Manglit, San Ricardo, Southern Leyte
The improvement/widening of access road leading to Benit Port along Brgy. Manglit – Brgy. Son road section, implemented by the DPWH Regional Office VIII, was monitored and was found to be 95% complete, with a negative slippage of 0.05%. The project contract cost is PhP 20 million. The negative slippage is caused by the difficulty experienced by the contractor in road widening due to the boulders situated in the area. The project is under A.C. Rivero Development Corporation and follows the timeline below: Start of Project Original Completion Date

IV.
Widening of Biliran Circumferential Road, Biliran Lone District, K1026+330 - K1027+830, Naval-Almeria Section WIDENING - PAVED The Widening of Biliran Circumferential Road in the Biliran Lone District, from station K1026+330 to K1027+830, implemented by DPWH VIII, Biliran District Engineering Office (DEO) was monitored and was found to be 100% completed. The project contract cost is PhP 45.750 million. The station of project was moved from K1026 + 330 – K1027 + 830 to K1026+800 to connect the road to the Naval municipal road since the road incurs heavy traffic. Minor corrections required involve road shouldering works and will be undertaken by the contractor. The project was noted to have eased the heavy traffic experienced in the area. Biliran Circumferential Road, Biliran Lone District – K1110+000 - K1116+000, Sangalang-Biliran Section CONCRETING OF SHOULDER The Biliran Circumferential Road, Biliran Lone District – K1110+000 - K1116+000, Sangalang-Biliran Section CONCRETING OF SHOULDER, implemented by DPWH VIII, Biliran DEO was monitored and was found to be 100% completed. The project contract cost is PhP 23.860 million. The road spans 2.3 kilometers and with its actual project stationing at K1116+000 – K1113+640. The construction of grouted riprap ranging from 2m to 5m in 4 areas were installed on sides of shoulders was under-taken to protect from excessive water run-off or flooding. Three (3) sections of the on-going grouted riprap works were completed. Biliran Circumferential Road, Biliran Lone District - K1018+000 K1023+000, Catmon-Caraycaray Section CONCRETING OF SHOULDER The Biliran Circumferential Road, Biliran Lone District - K1018+000 K1023+000, Catmon-Caraycaray Section CONCRETING OF SHOULDER, implemented by DPWH VIII, Biliran DEO was monitored and was found to be 100% completed. The project contract cost is PhP 23.910 million. The actual PCCP overlay is 3.1 kilometers from the planned 2.5 kilometers. The project was implemented in an area with an existing concrete drainage structure requiring no embankment and other related cost. The project contract cost is PhP 31.350 million. The project stationing was moved to K1067+000 – K1067+167. Minor remaining work items involves road shouldering work as the housing structures encroaching on the road remain undemolished.
