Call to Order – Meeting was called to order at 12:07 pm.

Acceptance of Minutes from the 4 December 2013 meeting: Deb Campbell made the motion to accept it was accepted unanimously.

New Business a) UCPEA President Kathy Sanner announced that SEBAC is hosting an event on Saturday, April 5 (time and location to be confirmed) to bring awareness of what is going on nationwide about collective bargaining and the threat upon us; as seen in Wisconsin where Governor Walker had busted the unions and dissolved all collective bargaining in that state. People from Wisconsin will share their experiences at this event. Republican gubernatorial candidate Foley had stated that collective bargaining restructuring is high on his agenda and there is no doubt that he would bust the unions. b) Sanner also announced that the parking fees will go up and unfortunately there is not much we can do about it because our contract language is weak on this. It will be implemented in July. Parking is still free to regional campuses. It was raised that the waiting list for the Area 1 is not being honored as first-come-first-served. Sanner encouraged reps (and members) to use e-mail when communicating with the Parking Services so that there is a record on when someone is placed on a waiting list for a particular area. c) AFT is hosting a legislative issues meeting on Saturday, February 22 at 9 am – 2 pm in Legislative Office Building (LOB) in Hartford. Please show up to support UCPEA. Lunch will be provided; please let the UCPEA office know if you plan on attending. d) Constitution & Bylaws Committee: Chief Rep Peter Morenus gave a report on behalf of Sheila Kucko, the chair of this committee. Call for amendments, on election timeline, committee clarification and the term “ballot”. Please submit your proposed changes/amendment/suggestions/clarification/etc. by 1 April 2014.

e) Contract Role Play: Reps were given various scenarios involving Family Medical Leave Act (FMLA) and Article 12 Maternity & Parental Leave in the UCPEA Contract. 5.

Old Business HEP Compliance: Sanner stated that this continues to be a frustrating exercise. There is no need to panic because SEBAC’s approval is required to get people kicked off from the program and start getting charged $100/month fee. However, this will not start until the HEP portal is working properly. Please e-mail Sanner if you are experiencing difficulties. There is a form on the HEP portal that a member (patient) can fill out to attest that a certain requirement has been completed.

Good & Welfare Annual evaluation timeline was discussed and a concern for supervisors taking input from someone else was raised. Please note that there is no merit this year and next year.
