Greeting by Mr. David Glass, CAC Chair. Mr. Glass called the meeting to order at 9:37 a.m.

Approval of October 7, 2014, Meeting Minutes

Mr. David Glass could not call approval of minutes due to lack of quorum. Student Count Trends/Classes being offered at Elgin Campus

 

 







Mrs. Erwin discussed enrollment numbers. Continuing Ed courses will be added in the spring in addition to Truck Driving including Texas Workforce Rural/ACC training program. Elgin Campus offers a basic core curriculum there are no academic specialized programs available on campus. Marketing has been provided by ACC in the form of billboards and ads in the local paper as well as sponsorships for community events. Suggestions to branch out into Taylor and outlying areas besides Bastrop and Manor were made by David Glass. There is a grass roots effort to market the Elgin Campus and ACC in the Elgin Community by the Campus Manager, Betsy Erwin and her administrative staff. David Glass, Chair, suggested that we should have another student survey and voiced concern as a community representative about low enrollment numbers. Betsy Erwin, Campus Manager, informed meeting attendees that there would be a film shown at the end of the CAC meeting highlighting student concerns, suggestions, and visions of Austin Community College as a whole with a focus on the Elgin Campus. 2

Dr. William Satterfield suggested another Open House to introduce the Campus to the new residents of Elgin and Mrs. Erwin stated that the greenhouse opening would provide a chance for the public to come see the campus. Dr. Guadalupe Sosa provided some discussion on transportation challenges concerning the Elgin Campus.

Vet Tech Program Update

 

 

 

Dr. Kerry Coombs, Department Chair, Veterinary Technology

Dr. Coombs introduced his Clinical Coordinator, Sara Yaffe. Dr. Coombs discussed enrollment numbers for the veterinary technology, there are thirteen (13) first year students enrolled and eight (8) second year returning students enrolled. The program is anticipating having their own facility and does currently have community support for clinics and off site training. Mr. Glass, Chair, asked if there could be an expansion of numbers in the class and Dr. Coombs responded that they are at the max in enrollment and it would be difficult to add other students. Accreditation application has been submitted. The new facility is scheduled to open Spring Semester 2018.

Sustainable Agriculture Program

Evelyn Rosas, Specialist

 

 



The Sustainable Agriculture classes began fall 2015, enrollment is promising. Ms. Rosas defined classes and possibility of a liaison with Texas State for a transfer four-year program in Vegetable Production and Soil Science. Discussion on the difference of Industrial and Organic farming, the program addresses both. The program for Sustainable Agriculture is seeking Organic Farming certification within three years. Ms. Rosas has worked on certified Organic Farms for seven (7) years of her career. Trustee Gigi Bryant posed the question of inclusion of animals in the program. Ms. Rosas stated that the program is utilizing two (2) 3

acres presently and the goal is to grow into fifteen (15) acres with animals assisting in composting methods with their manure. Trustee Guadalupe Sosa asked if there was any way the Vet program could have an established waiting list and David Glass, Chair, expressed that he would like to see more expansion in these programs. Sara Yaffe, Clinical Coordinator, answered that this was not a possibility presently due to lack of facility space.

Transportation

There is a Capital Metro commuter route that travels east to West with does not stop at the Elgin Campus. CARTS does have a stop at the Elgin campus. 





David Glass, Chair, mentioned the CARTS program requires 24hour prior notice and costs $2.00 one way and stated that some problems have occurred for students using this program. Trustee Gigi Bryant suggested a partnership with EISD for transportation maybe leasing buses for shuttle services. David Glass, Chair, stated that there may be legalities involved. Trustee Margo Sawyer suggested Smart Car rentals and Shant Soghomonian suggested program.

Update on ACC Bond Projects

Discussion on elections, bond program status. Renovations at the Highland Campus New Campus in Leander Land Banking in Southeast Austin Area. Workforce development. Provide temporary spaces in this area. Renovations of Rio Grande Campus main building at the Rio Grande Campus. Replacing systems and meeting codes. Temporary space is being made at HLC for Art, Dance and Drama. Renovations at campuses, Northridge, Eastview, Pinnacle, South Campus and HBC after relocations to ACC Highland. Districtwide projects- Reconfigurations of undersized classrooms, accessibility improvements and sustainability. 4

a) Electrical safety improvements b) HVAC improvements c) Replace equipment, and roofs. d) Window systems and film. e) Deterioration of sealants on buildings. f) Security upgrades. g) Laboratory safety improvements (require lab closures.) h) Fire alarm/suppression upgrades. Renovations at campuses after relocations to ACC Highland will begin after Phase 2 of Highland opens. Districtwide projects require needed space for renovation. Expansion of Round Rock Campus. a) A new building for general classrooms and science labs is proposed, plus ACCelerator Lab. b) Complete the quadrangle; trees were planted at the same time so they would mature at the same rate. Expansion of Elgin Campus a) Display needs rethinking for Sustainable Agriculture program. b) Better specialized facility locations are being analyzed for Veterinary Technician and Sustainable Agriculture facilities. c) Robert Ryland, is the Project Manager for the Expansion of the Elgin Campus, introduced by Bill Mullane. d) Flood plain area around creek, principal hold up, water flow is under 290, when this is fixed the water flooding problem will be fixed. e) Trustee Barbara Mink asked, “ occur?” Robert Ryland answered that a steering committee will be involved from different departments that will be involved in the programming process that will define both programs. Trustee Mink suggested the CAC be involved in the committee and Trustee McRaven agreed that CAC should be involved to represent the community. Dr. Ferrell suggested to Mr. Mullane that the meetings be scheduled including the CAC. f) Dr. McRaven inquired as to the time it will take to complete the facility and why it seemed to be so much time. Mr. Mullane explained the process. g) The Veterinary Technician side of the facility was discussed and Sara Yaffe, Clinical Coordinator, explained that it would follow a mock primary hospital design. 5

h) Other programs will be facilitated in the new facility maybe the possibility of workforce programs moving here. The cost for the expansion will cost $9 million. i) Discussion on big developments in the Elgin area coming soon and the opportunities of bringing more students in for the Vet Tech and Agriculture programs by marketing. j) Dr. Sosa included Manor in the growth and said the population could benefit from ACC Elgin and vice versa. Expansion of Hays Campus a) Relocation of ACC Fire Academy b) Space for Criminal Justice c) EMT Training General Issues a) Additional Facilities staff needed, there will be three major projects due in spring 2018, very active for construction and expansions. b) Working conditions for Rio Grande- abatement issues have been abated, no current problems. Window glazing mastic for under flooring is not a health hazard. ACC Vision and Value Statements

  

Visions and values presentation read and question posed by Mr. Silver “ Discussion on not only revamp of mission statement but maybe a new slogan or catch phrase. Dr. Mink stated more emphasis in Student Success. How do we make the values and vision relevant?

Promoting Student Success with Guided Pathways       

Sylvia Marquez, Representative, ACC Futures Institute

Community College landscape. Enrollment, demographics, completion rate(s). Need for greater student success. Redesign needed comparison. Futures Institute. Timeline discussion. Feedback and suggestions. a) Implement programs that are the same across campuses, self-paced. b) Lacks of classes in core curriculum are a hardship for the Elgin Campus. c) Conflicts in scheduling cause problems for advising, sending students to other campuses is not a goal and should not be an option, they should be able to register and attend the core curriculum classes at the campus of their choice. d) Students dropping out because of hardship in transportation, classes not available on this campus. e) Scheduling Financial Aid conflicts with here on Campus. f) Rural campuses are very different,
