Board of Directors November 7, 2011 Meeting Minutes 1. Call to Order The meeting was called to order by Karen Campbell, Vice-Chair, at 7:00 PM. School Board members resent were Bill Dunnett, Virginia Dwyer, Martha Leggat, Helena McMonagle, Todd Nicholson, Katarina Pisini, Bill Richards and Bob Vail. Administrators present were Bob Hasson, Grace Leavitt, Sally Loughlin, Scott Poulin and Susie Robbins. 2. Recognition Karen Campbell read the Achievements and Recognitions for the month, the full version of which is available on the District website. 3. Approval of the Minutes A motion was made by Bill Richards to approve the October 3, 2011 minutes and seconded by Virginia Dwyer. (Voted: 7-0) 4. Public Comment Mrs. Campbell asked for public comments and there were none at this time. 5. Superintendent’s Report Dr. Hasson recognized Grace Leavitt, GHS teacher and interim president of the MSAD #51 Education Association, for her leadership at the national, state and district level. In addition to these responsibilities she was recently recertified by the National Board For Professional Teaching Standards. MSAD #51 has embarked on a process of strategic thinking and planning. Bill Richards leads the committee and Karen Campbell, Sally Loughlin and the Superintendent are spending a great deal of time on this work, as do the committee members. Dr. Hasson discussed the strategic work being conducted at the state level while the district conducts their strategic thinking and planning work and how the state level work informs the committee’s work. He encouraged the Board to read the material he distributed. 6. Presentations Dr. Hasson and the School Board members who attended the annual Maine School Management Association (MSMA) fall conference for superintendents and School Board members discussed the conference clinic sessions they attended and what they learned. Dr. Hasson, Martha Leggat, Karen Campbell and Jim Bailinson attended the MSMA fall conference this year. An International MSAD 51 School Board minutes 11/7/11

Baccalaureate panel discussion was part of the two-day conference featuring MSAD #51 representatives. The representatives were Greely High IB graduates, an IB teacher and a parent of an IB student. Dr. Hasson was very impressed with the IB panel presentation, audience questions and the panel’s interaction with the audience. Dr. Hasson annually attends the MSMA school district liability session and receives updates on best-practices. He discussed the idea of one over-arching booster club to support all athletic activities in compliance with Title IX requirements and the work being done to audit our Title IX compliance. 7. Committee Reports Finance Committee: Todd Nicholson reported the Finance Committee developed a work plan and timeline, discussed the upcoming audit, and worked on 2012-2013 budget development and reporting. The budget discussion has included the issue of unfunded initiatives and how to balance budget restrictions with areas that should be invested in now to yield results down the road. In the next month, the District’s independent third party will make its annual presentation of the most recent audit of district finances. The public can review past audit results by contacting the Superintendent’s office. The committee is moving forward obtaining health insurance information from the Maine Education Association (MEA) trust, as allowed by a recent change in state law to allow school districts to seek the information they need for bidding on insurance coverage for their employees. More information will be provided at a future Board meeting. Mr. Nicholson reported on revenues and expenses as of October 1, 2011 and explained he will distribute quarterly reports to the Board with verbal reports at each regular School Board meeting. Policy Committee: Virginia Dwyer reviewed policies discussed at the last meeting and the policies will be ready for vote in December. Facilities Committee: Scott Poulin reported work at MIW on countertops in the old section and flooring in the library. Strategic Thinking Committee: Bill Richards reported the committee is on the move and he is excited by their work. The first meeting was 10/25/11 and Sally Loughlin, Curriculum Director, led a group norm setting activity. The committee watched a film by Sir Kenneth Robinson, Changing Educational Paradigms, which is available to Board members via YouTube. After the film, Dr. Hasson spent time connecting strategic thinking and planning to the Board's charge. Bill Richards followed with an outline of the work ahead including internal and external environmental scans and building a strategic plan. Mr. Richards explained Core Values, what we believe about educating children, will be discussed at the next meeting. The committee will go through a process to define the Core Values and they will become the template for decision making down the line. MSAD #51 & Yarmouth Collaboration Committee: Dr. Hasson reported an upcoming meeting is scheduled exploring possible collaboration on Foreign Languages including Critical and Strategic Languages. An initiative on competitive Health insurance is on hold due to litigation over the change in state law. MSAD 51 School Board minutes 11/7/11

North Yarmouth Memorial School Task Force: Virginia Dwyer reported the first meeting was October 27, 2011. The committee includes several members from the community, the principal, a staff member, Dr. Hasson, Scott Poulin, Bob Vail and herself. Mark Girard, a North Yarmouth resident, is chair of the committee. A list of committee members is available under the NYMS Task Force web site link. Committee tasks were reviewed, reports were discussed and additional information was requested. The committee's recommendation is expected in January 2012. Mrs. Campbell added information for all committees, is available under the 'School Board' link, located on the home page of the district web site. Non-Standing Committees: PATHS: Virginia Dwyer reported a meeting took place on October 20, 2011. The enrollment update showed numbers lower than what was predicted. Budget was discussed and the budget has been zero increase over the past three years. An increase may be necessary this year to replace equipment. Drop Out Prevention: Virginia Dwyer reported the first meeting was November 1, 2011. Last year's recommendations were discussed. Evaluation of the recommendations will be discussed at future meetings. Communications Committee: Martha Leggat reported the November Spotlight feature is on the web site and it was distributed to the community by the district community e-list. This feature highlights wellness initiatives for students and staff throughout the district. The committee discussed being a liaison for the NYMS Task Force and how to assist in distributing all the information from that committee. Efficient web site communication was discussed. 8. MSAD #51 Mission The mission of MSAD #51 is to guide all students as they acquire enthusiasm for learning, assume responsibility for their education, achieve academic excellence, and discover and attain their personal best. To accomplish this mission, the MSAD #51 community will collaborate to: • Use effective instructional practices and provide professional development to assure that all students meet or exceed the District’s Content Standards and Performance Indicators as they relate to the system of Maine Learning Results; • Ensure a safe and respectful environment where all feel a sense of belonging; and • Promote parental participation as fundamental to each student’s success. Ensure that each student is effectively engaged in learning, meets or exceeds the District’s learning goals, and progresses towards attaining his/her personal best. Implement accountability systems for providing, assessing, and supporting student learning. Foster a positive and supportive learning and working environment. Provide responsible oversight of District and Community resources.
These goals are best accomplished by: • supporting the District’s work in curriculum, assessment, instruction and professional development • understanding and analyzing student performance data, • explaining the reasons and rationale for curricular changes to the community, • developing policy for general guidance and specific compliance with local and State mandates, • adjusting processes and procedures to ensure a quality and safe teaching and learning environment, and • developing plans for human, financial, and facilities resources that - account for community capacity, District needs, and priorities, - maximize District efficiency and long-term sustainability, and - use an approach that is inclusive and transparent to District constituencies.
