From the Chairman's Desk Dear Readers, The National Survey Day falls on 10th April has great significance as the British established the f irst Scientific Department by Survey of India, realizing the importance of Surveying in governance. W ith growing applications of GIS/Geospatial technologies in a variety of f ields, Surveying provides accuracy to the spatial data bases. Surveying & Mapping technology practiced in the government & Private sector in India is on par with latest in the world. Sur veying provides the base for all development projects related to infrastructure, irrigation, highways, mapping of resources like forest, mines, land, water etc. Surveying is the heart of civil engineering and without it no execution of project commence. So also the related mapping and they are the basis for GIS data base whether it is for an irrigation, power, highway or mining project. Surveying and mapping are integral part of GIS and used vastly in Cadastral sur veys, Instrumentation and special software in all engineering applications. National Survey day is being celebrated ever y year throughout India to commemorate the measurement of the first Base line of Great Trigonometric Survey (GTS) was done on 10 th April’1802 near Chennai in Tamilnadu. All engineers concerned with surveying quite often call GTS bench mark for connecting their day to day surveying. Institution of Engineers State Centre at Hyderabad is sincerely observing National Survey day by organizing a popular lecture related to Surveying and emerging latest Technologies and some partnering with other Organizations. This year too it was decided to orgies Quiz on surveying for Engineering students and technical seminar by invited speakers on 9-10 th April 2016 in association with Geo-Map organization in our Visvesvaraya Bhavan. The year 2016 as passing from month to month is positively easing the inherited financial crisis of our State Centre with taking over of negative balance by the present committee. The GHMC arranged land compensation after two year legal battle by IEI. Also the communication gap between GHMC and IEI Hyderabad for over last two years due to past poor public relations by the then incumbents at helm of affairs was reduced to minimal level by better rapport of present Team led by Chairman with authorities of GHMC. It is a pleasant red letter day that the GHMC Commissioner graced the World Water Day event as Chief Guest in our IEI on 22 nd March and appreciated the organizational activities of IEI and its endeavor in creating infra on its own with charity, donations of Corporate members, efforts of Past Presidents, Past Chairmen and Committees without any grants from outside. Though contributions come from all quarters, but always the leadership makes impact in creating confidence and transparency makes the difference in running a service organization like IEI. Let us all take the positive developments in to result orientation for taking IEI to greater heights and its creditability which can happen with all support of one and all. The then President of IEI formally inaugurated Telangana State Centre on September 23rd 2015 directing the present State Centre Committee to look after affairs of both State centres till One man committee recommend modalities. Long awaited Physical functioning of Telangana State Centre is coming to reality from financial year 2016-17 with officially keeping the new State centre in IEI website and communicating nominees of separate chairmen i.e. Dr. ISN Raju for Telangana State Centre and Dr. K Venkata Subbaiah for AP state Centre. By conducting General Body meetings in April 2016 the two state centres will start physically functioning with separate identity. The President nominated Sri B Ananta Ramloo, senior committee member as Council Member of Telangana State and G Sudhakar past Chairman as Council member in CVDB against council vacancy created by the elected member holding Chairman of State Centre post. Past Events All India Seminar on "Retrofitting and Upgradation of Age-Old EHV Sub-Stations and EHV Transmission Lines" 20-21 February, 2016

A View of the Inaugural function The Two day All India Seminar entitled “Retrofitting and Upgradation of Age–old EHV Substations and EHV Transmission Lines” was conducted on 20th and 21st February, 2016. Hyderabad culminated successfully and received high appreciation from all quarters. The Inaugural session was conducted on 20th February, 2016 with Shri T L Sankar, IAS, Former Chairman, APSEB as Chief Guest and Er K Balarama Reddi, Former Chairman, APSEB as Guestof-Honour. Er D K Thakur, Executive Director, BHEL, Hyderabad delivered Keynote Address. Er M Gopal Rao, FIE, Former Director, A P Transco also addressed the participants of the Seminar. Shri T L Sankar stated that retrofitting of S S equipment and Transmission Lines was essential, so much so there should be change in the mindset of the officials who ought to endeavour to keep the power system always in f it condition. He opined that nonconventional energy sources such as solar power systems should be installed on large scale. Er K Balarama Reddi referred to the difficulties being experienced to acquire land for substations and lines compared to the situation existed 4 decades ago. Er D K Thakur, Executive Director, BHEL, Hyderabad in his keynote address referred to efforts being made in the manufacturing sector to meet the requirements of power sector. Earlier, Er Tayi Krishna Rao, Convener welcomed the dignitaries and participants. Dr H S Jain, Former Executive Director, BHEL R & D informed he house about the seminar details. Dr I Satyanarayna Raju, FIE, Chairman, IEI presided over the event. Dr P L Panda, Hon. Secretary, IEI proposed Vote of Thanks. There had been excellent response from both public and private organizations. Five technical sessions were conducted three on 20th February, 2016 and two on 21 st February, 2016. Five high prof ile engineers presented invited talks one each during the f ive technical sessions conducted. Er V Ramakrishna, Ex-Member, Central Electricity Authority, Dr Arunachalam, Ex-BHEL and expert HVDC Transmission, Ms. Neelam Bhogal, Addl. General Manager, BHEL, Bhopal, Er Jitin Sunder (represented by his colleague) BHEL R&D and Er Srikanth Iyengar, Toshiba EPC Division, T & D Systems made very valuable presentations.

Professional Experts in respective areas relevant to the sub-themes of the Seminar presented technical papers. They represented the highly reputed organizations 1. Siemens 2. ABB 3. BHEL R & D 4. Crompton Greaves, 5. Welspun Energy Limited 6. L & T Construction, Chennai 6. Aditya Vidyuth Appliances, A View of the Valedictory function Mumbai 7. Asa Bhanu Technical Ser vices, Hyderabad and 8. SCHNEIDER ELESTRIC. In addition, other experts and former engineers of A P Transco also presented technical papers which WERE well received by the participants of the Seminar. Valedictory function was organized at about 3.00 p.m. on 21st February, 2016. Er S Subrahmanyam, Director, A P Transco and Er Nagaraja Swamy, Director, A P Transco participated as Chief Guest and Guest-of-Honour respectively. Er M Gopal Rao, FIE, Former Director, A P Transco welcomed the gathering. Er Subrahmanyam congratulated the organizers for successfully conducting the seminar on an important topic. Er Subrahmanyam and Nagaraja Swamy have informed about the attempts being made in A P Transco for retrofitting of EHV Sub-Stations and Lines. Dr J Purushottam 11th Endowment Lecture on "Conjunctive use of Surface and Groundwater in NSP Command Area - A Case Study" March 1, 2016: IEI, AP &Telangana State Centres organized Dr J Purushottam Eleventh Endowment Lecture on “Conjunctive Use of Surface and Groundwater in NSP Command Area-A Case Study” delivered by Dr S V N Rao, FIE, Project Director & Chief Engineer, WAPCOS, Regional Office, Hyderabad. He said that the erstwhile Government of Andhra Pradesh had taken-up the Andhra Pradesh Water Sector Improvement Project (APWSIP) under Nagarjuna Sagar Project with financial assistance from the World Bank during the year 2010. The main objectives of the project include improvement in irrigation service delivery on a sustainable The Chief Guest delivering the Endowment Lecture basis so as to increase productivity of irrigated agriculture in the Nagarjuna Sagar Scheme, and to strengthen the state’s institutional capacity for multi-sectorial planning, development and management of its water resources. “Conjunctive use of Surface and Ground Water Management Pilot” is one of the sub components of APWSIP and has been taken-up in the tail end areas of Addanki Branch of Inumella major canal of Nagarjuna Sagar Right Bank Canal in Guntur district in 11 villages involving 5 WUAs and is a suitable area for the study by WAPCOS. A similar pilot study is also being undertaken in 24 villages of Khammam district of Telangana. He also said that WAPCOS was been given the task of undertaking the conjunctive use study of the two pilots. Therefore an action plan currently under implementation was designed after conducting social assessment study for promoting conjunctive use of surface and ground water involving the WUAs, other departments and institutions. IEC strategy and plan was prepared to educate the WUAs and other stake holders about the need and advantages of conjunctive use of surface and ground water and to practice the same. Farmers are motivated for digging new wells and bore-wells where ever feasible. IEC activities are being taken up for capacity building of farmers and to adopt water saving techniques in rice and crop diversification along with conjunctive use of surface and ground water. The

Past Events results of the study will be translated into policy guideline for replication in other parts of the command area. The policy guidelines will help in evolving legislation for conjunctive use of surface and groundwater in many part of irrigated command areas in the two states of AP and Telangana state. FOURTEENTH IRRIGATION DAY March 3, 2016: IEI, APSC & Vijayawada Local Centre and Govt. of Andhra Pradesh Organized IV Irrigation Day Celebrations at Irrigation Compound, Vijayawada. This year’s event assumed signif icance and turned important with the Government of Andhra Pradesh becoming the chief patron and Co-sponsor of the event. The occasion was enhanced in status by the august presence of Sri N.Chandrababu Naidu, the The Chief Guest lighting the lamp others also participated Honourable Chief Minister, Govt. of AP and Sri Devineni Umamaheswara Rao, Hon'ble Minister for Water Resources, Govt. of AP. Before the start of the proceedings, the Hon'ble Chief Minister unveiled the bust of late Dr. K. Sreeramakrishnaiah whose birth day of March 3rd is being observed as the Irrigation day for the last thirteen years under the joint auspices of the Institution of Engineers (I), AP State center and the Dr.K.Sreeramakrishnaiah Smaraka Seva Samiti. The bust was installed in the Local center’s premises along the side of Dr.K.L.Rao and Dr. M. Visweswaraya, the other eminent and illustrious engineers of the country. The bust was sponsored by the local farmers and the followers of the late Dr. Sreerama Kishnaiah. The main function presided over by Dr. ISN Raju, FIE; Chairman of the AP State Center began with an invocation and presenting bouquets. The Honourable Chief Minister garlanded the portrait of the late Dr. Sreeramakrishnaiah and lighted a lamp. A welcome address was presented by Dr. M. Kamaraju Chairman of the Local Center. Dr ISN The Chief Guest Rreleasing the Souvenir. Other dignitaries Raju the Chairman AP State also participated. Center explained the significance of the event and traced the past events briefly. Er Cherukuri Verraiah, the eminent Irrigation engineer and President of the DKSSSS recalled the services rendered by the late Dr. Sreeramakrishnaiah to the Irrigation sector of the State of Andhra Pradesh and his vision of ensuring the waters of Krishna River to the drought prone district of Anantapuramu. The Chief Guest, Sri Chandrababu Naidu, the Hon'ble Chief Minister of A P while addressing the large gathering of the Irrigation engineers of the Andhra Pradesh State and the delta farmers, cited the vision of Dr Sreeramakrishnaiah in transferring the waters of the river Krishna to the Pennar delta and other water deficit areas by formulating the schemes of Galeru Nagari Sujala Sravanti, Handri Niva Sajala Sravanti, the Telugu Ganga Project and the Veligonda scheme. He also referred to the recent link of the Godavari and Krishna Rivers through the Pattiseema scheme executed in a record time of six months. He exhorted the engineers to follow the ideals and the visions of the past eminent engineers of

the Country. He stressed the need for the engineers to rise to the occasion in building the future of the State. While motivating the present WRD-engineers, the Hon’ble Chief Minister of AP referred the names of former senior Irrigation Engineers viz. K Sriramakrishnaiah, Ch.Veeraiah, Dr. I Satya Narayana Raju and also presently Engineer- in- Chief Sri M Venkateswara Rao stating that they rendered good services and others to follow them as role Models. Sri Devineni Umamaheswara Rao the Hon'ble Minister of Water Resources briefly spoke about the efforts of the Chief Minister in making the State of Andhra Pradesh the number one State in the Country. The Honourable Chief Minister also released the newly published book titled “Jalabharatamu-2” authored by Sri Cherukuri Veeraiah. He then falicitated the veteran engineer Sri B P Venkateswarlu, retired Engineer-in-Chief who is chosen this year to be felicitated. He also presented the awards of the best Irrigation engineer to Sri A. Radha Krishna, Executive Engineer and the Irrigation Engineer of excellence to Smt N.Sampath Lakshmi, Deputy Executive Engineer Sri Turlapati Kutumba Rao noted journalist and writer briefly reviewed the contents of the book Jalabharatamu-2 and lauded the efforts of Sri Veeraiah in reaching to the common man through his writings on irrigation related issues. Sri Alapati Satyanarayana eminent agricultural scientist delivered a key note address on Drops and Crops. The meeting ended with a vote of thanks by Er. D. Ramesh Kumar.

Earlier, Dr S Satyanarayana, FIE, Member, IEI, AP&TSC welcomed the gathering and lastly Er K Subbi Reddy, FIE, Member, IEI, AP&TSC proposed vote of thanks. The programme was organized by Er M Koteswara Rao, MIE, Member, IEI, AP&TSC. More number of budding engineers have participated.

STUDENT CHAPTER OPENED AT GURU NANAK INSTITUTIONS TECHNICAL CAMPUS The Student Chapter was inaugurated at Guru Nanak Institutions Technical Campus in presence of a galaxy of eminent engineers, student engineers and distinguished guests on 29 th February, 2016. It was inaugurated by Dr G V RAO, Ph.D., FIE, & Dr I SATYANARAYANA RAJU, Ph.D.,FIE, Chairman, AP & TS Centres in presence of Dr G VEERANNA, FIE, Director, Guru Nanak Institutions & Prof. P PARTHASARADHI, Associate Director, Guru Nanak Institutions, Professors, Faculty members of Guru Nanak Institutions and a large number of students. The programme was a grand success. On this momentous occasion speakers exhorted upon the students to take the chapter to the next higher level by organizing innovative programmes for betterment of their career.

SUPERANNUATION OF IEI STAFF Sri K Dakaiah, Resident Watchman worked with our IEI, APSC for more than 3 decades. Shri Dakaiah retired on 29th February, 2016 as Resident Watchman. Our Centre bid farewell to Sri Dakaiah on 29th February, 2016. Er G L Rao, Past President and Dr I Satyanarayana Raju, Chairman and Past Chairmen Wg.Cdr. V L Nanda Kumar; Er Chandra Mohan; Dr S Nagabhushana Rao; Prof. T Narayana; Er G Sudhakar and other Committee Members, staff of IEI joined the felicitations and wished Sri Dakaiah “A happy peaceful and healthy retired life”. The family members of Sri Dakaiah joined felicitation function and expressed their happiness of the IEI and its members, staff gesture on the eventfull Day.

A View of Dignitaries for World Water Day March,22 nd 2016: The World Water Day celebrations were conducted in befitting manner with association of HMWS&SB and IWWA Hyderabad Chapter. The GHMC Commissioner, Dr. B. Janardhan Reddy graced the event as Chief Guest and Prof Gopal Naik of OU College of Engineering delivered Keynote speech on theme Water and Jobs. Er. B. Chandra Sekher, Chairman, IWWA was Guest of Honour in the function. Dr. ISN Raju presided over the function and Dr. P L Panda; Hon Secretary welcomed the chief guest and other dignitaries. Er G. Rameshwar Rao briefed about seminar. Er. V. Jambula Reddy, Hon. Secretary conducted Vote of Thanks. On his maiden visit to IEI, Dr. B. Janardhan Reddy was felicitated by the IEI, AP & TSC.
