1. India (hereinafter called “Borrower”) has received financing from Asian Development Bank towards the cost of Chhattisgarh State Road Sector Project (CSRSP). Part of this loan will be used for payments of the under mentioned civil works contract package of the project. 2. Public Works Department, Government of Chhattisgarh (the Employer), invites sealed bids from the bidders for the construction and completion of above mentioned packages (the works). 3. International Competitive Bidding will be conducted in accordance with ADB’s Single Stage: Two Envelope bidding procedure and is open to all bidders from eligible source countries. A bidder may bid for one or more of the contract packages, and the modality of comparing and evaluating multiple bids is outlined in the bidding document. 4. Eligible bidders have the option of submitting bids either manually or electronically. Bid submitted in both modes (electronically and manually) shall be rejected, except in case where an e-bidder wants to modify or substitute its bid after ‘submission of bid online.’ After ‘submission of bid online’, bidder may modify or replace its bid manually. 5. [email protected] 6. Successful bidder, if not registered in Chhattisgarh Public Works Department, shall be required to get registered in appropriate class of contractors in Chhattisgarh Public Works Department within 45 (forty-five days) from the date of issue of acceptance letter . If such bidder
fails to get registered in specified time, the bid security shall be forfeited. However, in special circumstances, subjected to the satisfaction of Government of Chhattisgarh, Public Works Department, this limit of 45 days for registration may be extended, if applied by the successful bidder within 45 days from the date of issuance of acceptance letter to the bidder. 7.
For Manual Bid Submission: i.
To purchase the bidding documents, bidders should: Write to address above, requesting the bidding document for Civil Work Package No. [Insert Package No.], [Name of work]. Pay a non-refundable fee of Indian Rupees 25,000/- (Rupees Twenty Five Thousand) only, in the form of demand draft issued by a reputable bank located outside India, or a ‘Scheduled Bank” as per Reserve Bank of India Act 1934, in favor of Project Manager, ADB Project, Raipur, payable at Raipur (C.G.). If the bidding document is desired by post, an additional sum of Indian Rupees 1,000/(Rupees One Thousand) only, for the dispatch of the bidding document anywhere in India or US$ 100 for dispatch of documents outside India, should be sent with request. The employer shall promptly dispatch the document by post, but under no circumstances will it be held responsible for late delivery or loss of documents so mailed. The document shall be available for sale during office hours from IST 10:30 Hrs. on 19 August 2015 to IST 17:30 Hrs. on 05 October 2015.
ii. The bidders submitting their bids manually have to submit their proposal in 3 envelopesA, B and C. The envelope A will contain the original copies of: (i) Bid security, and (ii) Letter of Technical Bid. Envelope B shall contain the Technical Proposal and the envelope C shall contain the ‘Letter of Price Bid’ and the Price Proposal. iii. Delivery of Bids Bids shall be delivered to Deputy General Manager or Project Manager, authorized by the Project Director for the purpose specifically, in the office of the Project Director, ADB Project, Sirpur Bhawan, Raipur before the deadline for submission of bid, IST 15:00 Hrs. on 06 October 2015, during office working hours. Bids shall be delivered on acknowledgement from the receiving authority. In the event of the specified deadline for submission of bid declared a Government Holiday, the next official working day would be deemed as the last day for the submission of bids by the time specified in the bid. iv. Bids received after the prescribed deadline shall be returned back unopened after subscribing the following remark with dated initials by Project Director, Raipur: or his authorized representative “Received at …..AM/PM on …………(date), after the prescribe time for submission, therefore returned in original.” v. Bids of all the bidders who submitted bids in the prescribed time will be opened in the presence of their authorized representative immediately after the deadline for submission of bids. 8.

19 August 2015 IST 10:30 Hrs. till 04 October 2015 IST 17:30 Hrs. Downloaded documents shall not be considered for manual submission of bid. ii. The Bidders intending to participate in this bidding process are required to follow procedures for registering on the e-Procurement Portal, setting up of machine, obtaining a digital certificate and other procedures specific to the e-procurement. Detailed instructions are provided in Bid Data Sheet (BDS), Section 2D ITB 22.1. For online submission of bids, bidders are required to make an offline payment for the cost of bidding document. Online Bids must be accompanied by the electronic scanned copy of the demand draft issued by a reputable bank located outside India, or a ‘Scheduled Bank” as per Reserve Bank of India Act 1934 for Rs.25,000 (Rupees Twenty Five Thousand) only, per bidding document in favour of Project Manager, ADB Project, Raipur, payable at Raipur (C.G.). Original copy of the demand draft for the fee of the bidding document must be received in the office of Project Director, ADB Project, CGPWD, Raipur, on or before the deadline IST 15:00 Hrs. on 06 October 2015 through registered / speed post/courier/in person. iii. The bidders submitting their bids electronically have to submit their proposal in 3 (Three) envelopes A, B and C electronically and One envelope D physically through registered / speed post/ courier/ in person on or before the time & date specified in the bid document. The envelope A will contain the scanned copies of: (i) Demand Draft for Rs. 25000/-, towards cost of bid document (ii) Bid security (iii) Letter of Technical Bid (iv) An Index page showing list of attachments in Technical Proposal. The envelope B shall contain the Technical Proposal and the envelop C shall contain the Letter of Price Bid and the Price Proposal. The envelope D, which contains the original Bid Security, Letter of Technical Bid, and D.D. for cost of Bid Documents, shall be physically submitted on or before IST 15:00 Hrs. on 06 October 2015. Technical bids of such bidders whose original Bid document fee and original Bid Security are as per requirement will be opened in their presence or their authorized representatives who choose to attend. iv. Bidders have to submit and sign their encrypted Bids (by their user Public-Key) online using their digital signature certificate within the date and time as stated in the Tender Schedule (Key Dates). The Electronic Bids of Bidders who have submitted their bids within the stipulated time shall only be accepted by the system. The Summary of key dates which are important and relevant to online submissions is indicated in Section-2 (Data Sheet), ITB 22.1. Important procedural notes relevant to
online submissions are also indicated in the ‘Data Sheet’. Please note that in case of any discrepancy between this invitation and the bid documents, the bid document shall prevail. vi. In case of electronic bid system, a Bidder may withdraw, substitute or modify his bid up to 04 October 2015 IST 17:30 Hrs. i.e. the time limit of ‘submitting bid hash and uploading bid documents’. No online substitution or modification except withdrawal can be done after this time limit. In case an e-bidder desires to substitute or modify its bid after the above time limit, it may do so only in physical form as prescribed in the case of physical submission up to the last date and time of bid submission, that is, 06 October 2015, IST 15:00 Hrs. Bidders shall submit his bid either physically or electronically; otherwise his bids submitted by both systems shall be rejected. vii. Employer shall not be responsible for failures or breakdowns of the electronic procurement system during the e-tendering process. In case of system failure, malfunction, or breakdown during the bidding process, an email will be sent to all registered bidders or a notice will be published on the Employer’s e-Procurement Portal, notifying that the system is down / was down (specifying the time and duration) and specifying what changes (if any) this may have on the deadline for submission of Bids and other key dates as appropriate. The Employer shall not be responsible for possible local power or equipment failures and Bidders are strongly advised to submit their Bids well before the deadline. viii. The deadline for submission of bids online, including the physical submission of envelope D for online submissions, shall be the same as that for manual submissions: on or before the deadline IST 15:00 Hrs. on 06 October 2015. All online submissions and manual submissions shall be opened at the same time. 9. The queries, if any, shall be clarified during the Pre-Bid Meeting on 14 September 2015. The undersigned has right to extend the deadline for submission of bids or cancel the whole bidding process without assigning any reason whatsoever. 12. All the bidders are advised to read the conditions of the bid carefully before submitting the bid document.
