1. The Government of India has received a loan from the Asian Development Bank (ADB) towards the cost of Assam Power Sector Enhancement Investment Program – Tranche 4. Part of this loan will be used for payments under the contract named above. 2. The Assam Power Distribution Company Limited (APDCL) (“the Employer”) now invites sealed bids, from eligible bidders for Supply of Mobile Testing Vehicles for T&C Divisions, Mobile Maintenance Vehicles for Electrical Sub-Divisions in Assam on Turnkey Basis as shown above. 3. International Competitive Bidding amongst the bidders will be conducted in accordance with ADB's Single-Stage: One Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Bidders are required to have satisfactory experience as contractor, main subcontractor or management contractor within the last five (05) years, with a value of at least US$ 0.546 million (Indian Rupees 30.00 million) that has been successfully or are substantially completed and that are similar to the proposed plant and services (Turnkey execution of supply and installation of mobile testing vehicle for T&C Divisions and Mobile Maintenance Vehicles). The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements) of the bidding document. Bidder shall have minimum average annual turnover of last five years of at least US$ 2.48 million (Indian Rupees 136.31 million) calculated as total certified payments received for contracts in progress or completed, within the last five (5) years. To purchase the Bidding Document in English, eligible bidders should: 

Visit the office of the Chief Project Manager at the address indicated above between 11:00 hours and 15:00 hours on working days from 15/09/2015 to 26/10/2015 and pay a non-refundable fee of Indian Rupees 15,000.00 by bank draft written in favour of Assam Power Distribution Company Limited, payable at Guwahati. Or,

Request for delivery by sending a written application to the address above requesting the bidding document for Assam Power Sector Enhancement Investment Program, Package No. ADB/APDCL/ICB/T4/MMV/Lot-I: Supply of Mobile Testing Vehicles for T&C Divisions, Mobile Maintenance Vehicles for Electrical Sub-Divisions in Assam on Turnkey Basis. The application must include a bank draft in favour of Assam Power Distribution Company Ltd. for the amount of Indian Rupees 15,000.00(domestic delivery) or US$ 240.00 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.



The bidders who purchased the bid documents and participated in the first bidding against IFB No. ADB/APDCL/ICB/T4/MMV/LOT-I may get the bid document from the address mentioned above free of cost.

On or before the deadline: 14.00 hrs. (IST) on 27th October, 2015. Together with a Bid Security as specified in the Section-2, ITB 21.1 of the Bidding Document. The amount of the bid security may either be in Indian Rupees, or in United States Dollars. The amount of the bid security may either be in Indian Rupees, USD or an equivalent amount in a freely convertible currency. For the purpose of determining the equivalent amount of the bid security in a freely convertible currency, the exchange rates published by the Reserve Bank of India prevailing on the date 28 days prior to the deadline for bid submission shall be applied.

Bids will be opened immediately after the deadline at the Bijulee Bhawan Conference Room, Ground Floor, Bijulee Bhawan, Paltanbazar, Guwahati, Assam in the presence of Bidders’ representatives who choose to attend.
