It will be the policy of the State to encourage the development of these industries in the private sector, in accordance with the programmes formulated in successive Five Year Plans, by ensuring the development of transport, power and other services, and by appropriate fiscal and other measures. The State will continue to foster institutions to provide financial aid to these industries, and special assistance will be given to enterprises organised on co-operative lines for industrial and agricultural purposes”. While shortcomings still exist, it must be said to the credit of the Government that a remarkable progress has been achieved on these lines.
