Accordingly, the future development of 17 industries of vital importance listed in Schedule A to the Industrial Policy Resolution has been exclusively reserved for the public sector, and in another 12 important industries, listed in Schedule B, the State will play the dominant role. The Policy Resolution stated that it was expected that the development of the remaining industries “will be undertaken ordinarily through the initiative and enterprise of the private sector, though it will be open to the State to start any industry even in this category. It will be the policy of the State to encourage the development of these industries in the private sector, in accordance with the programmes formulated in successive Five Year Plans, by ensuring the development of transport, power and other services, and by appropriate fiscal and other measures. The State will continue to foster institutions to provide financial aid to these industries, and special assistance will be given to enterprises organised on co-operative lines for industrial and agricultural purposes”. While shortcomings still exist, it must be said to the credit of the Government that a remarkable progress has been achieved on these lines. It may also be pointed out here that a number of private sector enterprises that already existed in the industries included in the Schedule A have been allowed to develop further.
